Lead, Railroad Network Control Systems

POSITION
The Southern California Regional Rail Authority, operator of the METROLINK Commuter Rail System, is seeking a Lead, Railroad Network Control Systems to provide operational support to the SCRRA train control systems and facilities for a specific assigned shift. The Lead position works under minimal supervision and is responsible for the operational support of the Computer Aided Dispatch (CAD) system, Positive Train Control (PTC,) Network Management (NM) systems and for providing usage and troubleshooting support to the Dispatching Operations team that use these systems. This position is located in the Metrolink Operations Center (MOC), 2558 Supply Street, Suite A, Pomona, CA 91767 or at the new Train Control and Operations Support building located at 2704 Garey Avenue, Pomona, CA 91767 with occasional work at the PTC offices located at 10801 6th Street, Suite 115, Rancho Cucamonga, CA 91730. This position works a 4/10 shift, Friday through Monday from 5:00 a.m. to 3:30 p.m. or from 2:00 p.m. to 12:30 a.m.
DUTIES
Working within the PTC C&S Department, under the leadership of the Manager, PTC Network Architecture, this position will:
- Oversee and lead the operations and usage of train control systems to achieve established availability and service levels;
- Develop, establish and maintain operational service levels and controls for the systems and services supported;
- Develop, establish and maintain reporting, alerting and other monitoring mechanisms to provide managerial and operational measures of service level performance against service level objectives;
- Develop, establish and maintain troubleshooting, issue management and issue escalation processes and procedures for the management of issues related to train control systems and their underlying infrastructure;
- Develop, establish and maintain reporting, controls, processes and procedures to monitor and assure compliance with train operations standards, guidelines and all regulatory and or statutory requirements;
- Participate in quality control efforts and in developing processes to move newly released software functionality from test and Quality Control into the Production environment. Includes responsibility for maintaining the integrity of the production environment and assuring appropriate change control and release management processes are followed when changes are made in the production environment;
- Monitor train operations systems and infrastructure;
- Troubleshoot, manage issue resolution and escalate items as necessary;
- Oversee Communication and Signal contractor technicians performing day to day routine maintenance and troubleshooting under railroad back office systems maintenance service contract;
- Conduct research on emerging railroad control technologies in support of infrastructure development efforts, and recommend technologies that will increase cost effectiveness and infrastructure flexibility;
- Create online documentation to provide training/education that meets the needs of users in understanding and implementing various systems and applications;
- Coordinate support efforts with the third-party software vendors;
- Coordinate the smooth transition of all new software releases;
- Stay abreast of industry changes through education and training;
- Assist with conversions as necessary;
- Communicate with vendors regarding various technical issues;
- Participate in determining feasibility of new projects based on business needs;
- Assist in the preparation, development, and monitoring of the unit’s budget;
- Perform other related duties;
MINIMUM REQUIREMENTS
- Associate’s degree in System, Electrical or Computer Engineering, Computer Science, or a related field;
- Minimum five (5) years working in an active railroad or transit environment acting as a dispatch support train traffic control system engineer or administrator, train systems operations, signal and communications back office support technician, or a senior train control of train system operations manager or a closely related control center environment;
- Must have a minimum of five (5) years work experience in the management of a 24/7 operations facility providing operational support including developing and implementing operational controls, processes, procedures and monitoring capabilities;
- Must be General Code of Operating Rules (GCOR) qualified or have the ability to become GCOR qualified within six months;
- Must become territory qualified on the railroad operating subdivisions within 36 months;
- Must be experienced with an operation control environment, system solutions and processes;
- Must be willing and able to maintain a flexible work schedule;
- Work experience demonstrating an in depth understanding of operations control environment systems, solutions and processes;
- Must be able to demonstrate the ability to create, define, implement and manage operation controls and processes;
- Conversant with ARINC AIM operating platform including CAD and BOS or other train control CAD systems such as Wabtec, MDS, Ansaldo, Alstom, General Electric is a plus;
- Prior successful track record working independently and in a team-oriented, collaborative environment;
- Adept at conducting research into project-related issues and products;
- Willing and able to learn, understand and apply new technologies;
- Proven prior work record effectively prioritizing and executing tasks in a high-pressure environment;
- A Valid Class “C” California driver’s license with a satisfactory driving record of no more than 3 moving violations and no DUI’s within the last 3 years is required.
