Project Engineer I
Salary Grade K: $73,191-$93,783-$114,376
POSITION
The Southern California Regional Rail Authority, operator of the METROLINK Commuter Rail System, is seeking a Project Engineer I to work closely with consultants and other staff to coordinate project design and development, perform design reviews, oversee construction administration and management activities, and provide quality assurance monitoring on railway bridge, track, and related projects constructed under contract.
The work may be accomplished directly or in coordination with the activities of consultants. Work will include drafting agreements, review of plans, specifications, and estimates, and through other activities such as verifying quantities of work performed, reviewing costs, budgets, and schedules, and evaluating change orders and enforcing contract requirements. Assignments may be to a specific project or multiple projects across a geographic corridor or similar type projects across the SCRRA system.
This position is located at the SCRRA’s Engineering Department office at 279 East Arrow Highway, San Dimas, California 91773.
DUTIES
Under the leadership of an Assistant Director, this position is responsible for the following:
- Support the delivery of railroad related projects involving track and signals, bridges, buildings, drainage and retaining structures, grading, and other right-of-way facilities;
- Calculate construction and maintenance work quantities (quantity take-off) from plans and specifications, field survey data, or direct field measurements;
- Prepare estimates of the probable cost of construction and maintenance activities using data from estimating tables, previous bids, production reports, or analysis of crew and equipment;
- Monitor expenditures during design and construction, and prepare reports of cost to date for on-going work, projected cost at completion, and anticipated outlays over life of project;
- Observe construction and maintenance activities, perform time and method studies, and make recommendations for process improvement;
- Prepare or check pay estimates for work performed on various contracts using measured work quantities or similar methods;
- Track funds received for projects from grants, deposits, or other revenue, and prepare reports of cost versus revenue, and assist accounting personal with timely billing on projects;
- Review submittals from contractors for conformance with the requirements of the contract, respond to requests for information, and maintain logs, submittals, requests for information, correspondence, and other contract related documents;
- Assist in development of plans for construction and maintenance activities using inspection and other measurement and condition data, and prepare schedules for design, construction, and maintenance project using critical path scheduling techniques (CPM).
- Calculate project material requirements, prepare bid packages from standard plans and specifications, prepare purchasing requisitions, track material procurements, and record material installation locations;
- Maintain a culture of safety by participating in activities of safety committees, reviewing work plans for compliance with safe operating practices, making observations of work activities, and testing contractor employees for compliance with railroad rules;
- Prepare plans and specifications for job order contracts and small contract packages using SCRRA standard plans and specifications and other industry standards;
- Prepare or review designs of temporary structures for construction; prepare or review work plans for construction work involving railroad track and related facilities and structures including surveying and layout;
- Prepare correspondence to contractors, consultants, agencies, and other railroads to address engineering and construction topics;
- Perform other duties as required;
MINIMUM REQUIREMENTS
- Bachelor’s degree in Engineering (Civil or Mechanical preferred) or related field in engineering or physical science;
- Must be conversant and familiar with common forms and terms for construction contracts such as unit price, lump-sum, and design-build;
- Must have a minimum of five (5) year of prior work experience and knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and tracking projects and resources, including monitoring and inspecting work, and contractor performance;
- Must demonstrate the use of correct grammar, punctuation and spelling to be able to communication information such as facts, ideas or messages in a succinct and organized manner to be able to produce written reports which include technical material appropriate for the intended audience;
- Must demonstrate the ability to measure construction quantities from plans or completed work, and calculate payments due to contractor for work performed;
- Must understand the rights, duties, and obligations of parties to a contract;
- Must be familiar with the materials, equipment, and methods common in heavy engineering construction, and with the design of temporary structures used in construction;
- Prior work experience with Microsoft Project or other project control software, and ability to learn Primavera P6 within three months;
- Must demonstrate proficiency in Microsoft Office, and with standard CAD software;
- Must be familiar with standard engineering surveying methods and equipment;
- Valid Class C Driver’s License with a satisfactory driving record of no more than three moving violations and no DUI’s within the last three years.
- Work at heights up to 75 feet with appropriate safety protection;
- Move objects weighing up to 50 pounds;
- Work in areas requiring stooping, crawling, climbing, and walking on irregular surfaces;
- Frequent exposure to freight, passenger rail, and vehicular traffic;
- Frequent exposure to electrical, weather, mechanical, and physical hazards;
- Work irregular hours, nights, and weekends when necessary.
