I-5 Corridor Improvements Between Orange County Line to the I-605

July 1, 2016

Week of July 3, 2016

HOLIDAY CLOSURE SCHEDULE: In observance of the Fourth of July holiday, there will be no closures scheduled Friday, July 1 through Monday, July 4.

FLORENCE AVENUE INTERCHANGE PROJECT

Work on the drainage system on Longworth Avenue has been postponed a few weeks. Residents in the vicinity of this work will be notified once the new start date is scheduled. The work will include excavating asphalt to dig a trench, installing a new drainage pipe, backfilling the area and placing temporary asphalt. Resident's driveways along the north side of Longworth Avenue may be temporarily impacted for one day while this work is completed; additional information will be provided once the work is scheduled.

The most recent pile driving activity adjacent to the Florence Avenue interchange along northbound I-5, just south of the Florence Avenue bridge, has been temporarily completed. Crews also completed the most recent operation driving test piles along the southbound I-5 Florence Avenue on-ramp.

Work is underway along Dollison Drive and Orr and Day Road in Downey and Santa Fe Springs, to construct cul-de-sacs and/or realigning streets adjacent to northbound and southbound I-5. To complete this work, construction fencing will be repositioned to allow adequate room for the work area.

Crews are working to form soundwalls along northbound and southbound I-5. Roadway excavation is underway behind k-rail and the construction fencing, along Mondon Avenue between Cecilia Street and Buell Street. Over the next few weeks crews will be pouring concrete for the new soundwall adjacent to southbound I-5. This work will be conducted weekdays (Monday through Friday) between 6:30 a.m. and 3 p.m. and will be ongoing for approximately the next two to three weeks.

Finally, work is ongoing on the Orr and Day railroad bridge, which runs perpendicular to I-5, underneath the freeway, south of Florence Avenue.

IMPERIAL HIGHWAY& PIONEER BOULEVARD PROJECT
As crews work on Imperial Highway, Pioneer Boulevard and Norwalk Boulevard bridges at I-5, one lane in each direction will be closed on each street (at I-5) during the daytime, between 8 a.m. and 3 p.m.

In the next few weeks, new ADA pedestrian ramps will be constructed at the northeast and southeast corners of Pioneer Boulevard and Imperial Highway. Pedestrian access will be limited while this work is conducted.

Within the next two weeks, construction crews will also be installing new curb and gutter, sidewalk and driveways along Mondon Avenue between Bayla and Pluton Streets. Crews will be moving construction equipment as they conduct these construction activities. Residents are advised to take precautions to ensure pedestrian and roadway safety. Temporary "No Parking" signs will be posted 48 hours in advance of this construction activity. These signs will be marked with the date(s) and time(s) of the parking restrictions.

Work is underway on the detention basin on Adoree Street / Zeus Street; this work will include grading, excavation and removal of the sidewalk on Zeus Street. This work will be conducted during the daytime, Monday through Fridays, and is expected to be ongoing for approximately three months.

Adoree Street and Frontage Road, have both been opened to through traffic between Imperial Highway and Norwalk Boulevard.

ROSECRANS AVENUE & BLOOMFIELD AVENUE BRIDGE PROJECT
After completing the traffic shift along northbound I-5 last week, motorists are now driving on the newly constructed center lanes of the freeway. In addition to performing the traffic shift, crews permanently closed the old northbound I-5 on-ramp at Rosecrans Avenue. A new northbound on-ramp will be reconstructed in its place and will open in 2017. In the meantime, motorists can use the newly reopened northbound I-5 on-ramp at Carmenita Road or the existing northbound on-ramps at Norwalk Boulevard or Imperial Highway.

The traffic shift and ramp closure were both completed in preparation for the upcoming demolition of the old Rosecrans Avenue bridge, which is scheduled to begin the week of July 11. This work will be conducted at nighttime and will require a full closure of Rosecrans Avenue (to motorists and pedestrians) in both directions underneath I-5, nightly between 9 p.m. and 5 a.m., Monday, July 11 through Friday, July 15. In addition, the northbound I-5 off-ramp at Rosecrans Avenue will also be closed during this time, as well as N. Firestone Boulevard, between Rosecrans Avenue and Bloomfield Avenue / Markdale Avenue. Changeable message signs will be placed in the field in advance of these closures to notify motorists and residents adjacent to this work will be notified in advance as well. The closure areas are shown on the map below in red; motorists will be directed to follow the detour routes highlighted in green.

This bridge demolition activity must be conducted at night, when Rosecrans Avenue can be closed to traffic, to ensure the safety of crews and the traveling public. Please be advised, demolition activity may be loud and disruptive due to concrete demolition, heavy equipment, truck back-up alarms and related construction noise.

Finally, the week of July 18 crews will begin approximately two to three months of pile driving activity adjacent to the northbound I-5, from the northbound I-5 Rosecrans Avenue off-ramp to just south of the Silverbow Avenue pedestrian overcrossing. This work will be conducted weekdays (Monday through Friday), between 7 a.m. and 3:30 p.m. Pile driving activity is needed as crews construct structure foundations for the new retaining walls and soundwalls in the project area. Please be advised this work may be loud and disruptive due to equipment noise, vibration and pounding related to pile driving activity. Additional information will be provided as this work nears.

CARMENITA ROAD INTERCHANGE PROJECT

The weekend of July 15-17, crews will complete a traffic shift along southbound I-5, to realign traffic from the center lanes, to the newly completed outside lanes of the freeway mainline. In addition to this traffic shift, the southbound I-5 Carmenita Road off-ramp will open to traffic, and South Firestone Boulevard will be realigned to its permanent configuration. The new southbound I-5 Carmenita Road on-ramp may also open as early as July 18, but this is still tentative.

The following closures are planned the weekend of July 15-17, to complete the southbound I-5 traffic shift, open the permanent southbound I-5 Carmenita Road off-ramp and open the final configuration of Firestone Boulevard.

  • Southbound I-605 connector to Southbound I-5 freeway will be closed from 11 p.m. Friday, July 15 to 6 a.m. Saturday, July 16. Additional information, including detailed detour information, will be provided as this work nears.

  • The existing southbound I-5 Carmenita Road off-ramp will be closed from 7 p.m. Friday, July 15 until 9 a.m. Sunday, July 17, at which time the new permanent off-ramp will open to traffic. Additional information, including detailed detour information, will be provided as this work nears.

  • South Firestone Boulevard will be closed between the existing southbound I-5 Carmenita Road off-ramp to Carmenita place, from 7 p.m. Friday, July 15 until 9 a.m. Sunday, July 17. Additional information, including detailed detour information, will be provided as this work nears.

Crews opened the full width of the Carmenita Road bridge, the new permanent northbound on- and off-ramps at Carmenita Road, and the intersection of Excelsior Drive and Carmenita Road. Additional photos can be found on the project website

The temporary southbound I-5 on-ramp at Carmenita Road has closed permanently and the new on-ramp is expected to open later this year. In the interim, motorists will be directed to continue on Firestone Boulevard, turn left on Alondra Boulevard, then turn right on Valley View Avenue to access the southbound I-5 on-ramp.
