Notice of Proposed Fare Increase, Fare Policy Adjustment and Policy Adoption of Disparate Impact Policy and Disproportionate Burden Policy

Southern California Regional Rail Authority (SCRRA) will convene a public hearing at its Board of Directors (Board) Meeting on June 14, 2013 concerning the anticipated budget gap for the fiscal year beginning July 1, 2013. The Board reviewed the April 12, 2013 Board agenda item ^#8 (available at the SCRRA website, www.metrolinktrains.com/meetings) related to the public review process. The hearing issues include proposals for (1) a system-wide average fare increase up to 7% for all fare media types except the Weekend Pass; (2) Change the Weekend Pass to a day pass valid for system-wide travel on either Saturday or Sunday priced at $10. The Weekend Pass would be renamed the Weekend Day Pass. Unlimited system-wide travel privileges from 7:00 p.m. Friday to 11:59 p.m. Sunday would remain intact for Monthly Pass holders; (3) Amend the Personal Care Attendant (PCA) free ride policy and require all PCAs to obtain an official Metrolink PCA Identification Card at a cost of $25 a year; (4) Amend the Personal Care Attendant (PCA) free ride policy to require a PCA to purchase a regular or Senior/Disabled/Medicare reduced fare; (5) Adopt a Disparate Impact Policy threshold for major service changes and fare changes that affect minority riders and (6) Adopt a Disproportionate Burden Policy threshold for major service changes and fare changes that affect low income riders. All proposed fare increases and fare policy changes could become effective as early as July 1, 2013, if approved after the Public Hearing.

The hearing will also consider any California Environmental Quality Act-related requirements (including California Public Resources Code Sections 21080(b)(8), 21065, 21080.32 and related regulations), and the determination of whether the establishment, modification, structuring or restructuring of fares and/or one or more of such service changes would constitute a "project", a schedule for a response as necessary to public suggestions on service changes, and fiscal emergency findings within the meaning of Public Resources Code Section 21080.32, to realize the necessary budget reductions. The proposed establishment, modification, structuring or restructuring of fares and the potential service changes/major service reductions have been identified for their ability to reduce budget shortfalls and minimize adverse impacts to passengers and to the physical environment.

Information regarding the proposed fare adjustments, fare policy changes and policy adoptions is available for public inspection on the Metrolink website at www.metrolinktrains.com or in the SCRRA headquarters office, located at One Gateway Plaza, Floor 12, Los Angeles, CA 90012 during regular office hours Monday through Friday, from 8:00 a.m. until 4:00 p.m.

Comments and suggestions may be submitted orally or in writing at the public hearing, or posted in advance of the public hearing by clicking on the “eComment” option to submit an instant electronic comment at www.metrolinktrains.com/ecomments, or by mail if received in advance of the public hearing to the attention of Metrolink Fares at the SCRRA headquarters office, or faxed to the attention of Metrolink Fares before the hearing at (213) 452-0421. All public comments, regardless of the form of communication, must be submitted and received no later than Wednesday, June 12, 2013 at noon. Some or all of these matters may be continued by the Board to a later time or date in its sole discretion.
