Rail Operations, Maintenance, and Support Services Procurement

RFP NO. MSOP150-20

The Southern California Regional Rail Authority (“Authority”) is requesting proposals from qualified firms to provide rail operations, maintenance and support services for its commuter rail service known as Metrolink.

Electronic Proposal Submittals are due at 2:00 p.m. (PT) on October 11, 2019.

The contract to be awarded is funded in part under grants issued by the U.S. Department of Transportation, Federal Transit Administration. Proposers will be required to certify that they have not been suspended or debarred from participation in federally-funded contracts. Full compliance with all applicable Safety and Health standards, Disadvantaged Business Enterprise (DBE) requirements, Equal Employment Opportunity and Americans with Disabilities Act laws and regulations will be required of the successful proposer.

DBE Requirements

As a condition of financial assistance agreements between the Authority and U.S. DOT, the Authority has established a DBE Program and overall annual DBE goal in accordance with Title 49 CFR, Part 26. The Authority’s Overall DBE Goal for Federal Fiscal Years 2019-2021 is 12%.

The Authority has established a goal of 9% for DBE participation on this project.
